The number of missiles isn't publicly known, but ATACMS missiles average about $1.3 million each. These air-dropped missiles can fly at low altitudes to avoid detection and have been used to strike Russian naval headquarters and vehicle-repair depots in the occupied Crimean peninsula. The arrival of Storm Shadow missiles — and, several months later, ATAMCS — presented new challenges for Moscow, but Ukraine has received so few it has had to bee choosy over what to target. Indeed, Kyiv has used the American missiles in recent weeks to strike Russian airfields and troop gatherings. Missiles like ATACMS and Storm Shadow "will enable Ukraine to neutralize Russia's advantages and eventually enable them to regain the initiative," he added.

Ukrainian officials said a Russian airstrike on Monday evening killed five people and wounded about 30 others in Odesa, a southern Ukrainian city that has been a regular target of Russian missiles and drones trying to destroy its port infrastructure. Videos and photos showed lifeless and bloodied bodies of civilians lying on a seafront promenade not known to be close to any strategic site like military buildings or grain storehouses. Ukrainian authorities on Tuesday accused Russia of using cluster munitions — a controversial and widely banned weapon that can often cause indiscriminate harm to civilians — in the attack. Andriy Kostin, Ukraine’s prosecutor general, said in a statement that Russia had fired an Iskander ballistic missile with a cluster warhead. “The investigators have a reason to believe that the decision to use such a weapon was taken by the Russian military officers deliberately to kill as many Ukrainian civilians as possible,” Mr. Kostin said.

Had just one missile or drone gotten through and killed a lot of Israelis, American officials feared, the region could have gone up in flames. Mr. Biden and his team hoped that the developments over the weekend could give all three major actors enough to claim victory and walk away. Iran could claim vindication for taking aggressive action in response to the Israeli strike that killed some of its top military officers. Israel showed the world that its military is too formidable to challenge and that Iran is impotent against it. Rather than pocketing the win, such as it was, Israeli officials said on Monday that they would respond — without saying when or exactly how — and Mr. Biden’s advisers were bracing to see what that might entail.

Blaming Israel — which has neither confirmed nor denied responsibility — Iran vowed retaliation. Jordan on Saturday declared its airspace closed, in a possible precautionary move given the likelihood of its territory being overflown by any missiles exchanged by Iran and Israel. On Friday, Biden warned Iran against attacking Israel but said such a scenario could be imminent. On Tuesday, the Revolutionary Guards' naval head, Alireza Tangsiri, said the force could close the Strait of Hormuz, which lies between Iran and the United Arab Emirates, if necessary. The United States and Britain have carried out strikes against Houthi targets in response to the attacks on shipping.

Read previewNineteen former military officials argue in a US Supreme Court amicus brief that offering legal immunity to former President Donald Trump could cause irreparable damage. Smith has asked the Supreme Court to reject Trump's immunity claims. Former military members detailed how granting Trump, the former commander-in-chief of the armed forces, immunity from felony charges would negatively impact the rule of law, civilian-military relations, and the peaceful transition of power. If Trump were granted immunity, the former military leaders said, this would also negate individual rights and the role of civilians within military. "The president doesn't have immunity on these types of issues," Trump's former Secretary of Defense Mark Esper told CNN's Katie Hunt in response to the brief and Trump's immunity plea.

The military said that only the booster was activated, not the engine that takes over after launch, and not the warhead, so the missile could not travel far and the warhead could not detonate. The missile test on Thursday was conducted aboard a frigate, the Niels Juel, in the port of Korsør, which sits beside the Great Belt. The Great Belt is the strait between Denmark’s two largest islands, Zealand and Funen, and is part of the main shipping route between the North Sea and the Baltic Sea. “From those I have spoken to in the Navy, they are taking it very calmly,” said Søren Nørby, an assistant professor at the Norwegian Defense Academy. The noise is eerily reminiscent of Russian drone strikes on Ukraine, but this episode was recorded closer to Moscow than to Kyiv. As the object comes closer, it becomes clear: This is a Ukrainian drone, flying over Russian territory. Seconds later, the drone dives from the sky, smashing into a pipe-covered tower at a Russian oil refinery, exploding on impact. The strike on March 13, one of several on this facility alone, was part of a concerted Ukrainian effort to target Russian oil refineries with long-range drones. Ukrainian drones like these are now equipped with a basic form of Artificial Intelligence, according to a source close to Ukraine’s drone program.

Opinion SoleAuthority Forty-five feet underground in a command center near Omaha, there’s an encrypted communications line that goes directly to the American president. Buried below is a military command headquarters constructed in case of a missile attack amid a national emergency. Yet regardless of who wins this election, or the next one, the American president’s nuclear sole authority is a product of another era and must be revisited in our new nuclear age. The jet’s crew can contact the president, verify his or her identity and relay a nuclear attack order to bomber squadrons, submarines and intercontinental ballistic missile silos. It is, however, unacceptable for an American president to have the sole authority to launch a nuclear first strike without a requirement for consultation or consensus.

The International Criminal Court on Tuesday issued arrest warrants for two top Russian military officers, accusing them of war crimes in Ukraine for targeting civilians and destroying crucial energy infrastructure. The two officers — Lt. Gen. Sergei Ivanovich Kobylash and Adm. Viktor Nikolayevich Sokolov — are accused in a court statement of being personally responsible for numerous missile strikes by their forces on electrical power plants and substations in multiple locations between October 2022 and March 2023. The wintertime strikes were defined as war crimes because they were largely directed against civilian targets, causing “excessive incidental harm to civilians or damage to civilian objects,” the court said.
